Dear Dean Health Plan Member,

Photo of Robert L. Palmer, P.Eng.; President and CEOI look forward to 2008 with much enthusiasm in our ability to provide you with both needed and desired services. Dean Health Plan (DHP) supports the concept of healthcare coverage (universal coverage) for all Wisconsinites. We do not support any specific proposal so far introduced to the public, but we are committed to a program with a goal of universal coverage within the context of making Wisconsin a better place to work and live. This is a focus for 2008.

Wellness Incentives Now (WIN)

Also beginning in January 2008, DHP launches a new member health and wellness program called WIN — Wellness Incentives Now. We’ve expanded the complementary health program to include more health enhancement services, health education classes, exercise programs and wellness activities, giving a more complete view of health and wellness. And the WIN program is more family friendly. The whole family can participate — children and adults alike. Dean also worked hard to make the program easier to understand and simpler to request a reimbursement. We are very proud of this program and hope that many of you will use the WIN incentives to improve your health and the health and well-being of your family. 2007 CAHPS and HEDIS Results

In 2007 we saw our overall Consumer Assessment of Health Plan Survey (CAHPS®) results improve. Dean administers both the CAHPS and Healthcare Effectiveness Data and Information Set (HEDIS®) measures annually for health plan members and the results are publicly reported. You can find these results on our Website at www.deancare.com.

I am gratified that many of the recent results reflect these efforts. You gave us higher ratings for both personal doctors and specialists. Equally important, you rated DHP best locally in “Getting Needed Care” and “Getting Care Quickly.” As in previous years, you rated our “Claims Processing” services very highly as well.

HEDIS measures many clinically related areas. We met or exceeded the 90th percentile nationally for a number of cholesterol and diabetes care metrics. We have shown improvement for childhood immunizations and well-child visits. We have major opportunities for improvement in prenatal and postpartum care, and follow-up issues related to antidepressant medication and behavioral health services.

Surveys in 2008

Beginning early next year, we will again administer the CAHPS survey, including follow-up telephone calls with some health plan members. If you receive a survey or a telephone call, I urge you to take a moment of your time to help us better understand the needs of our members. We know your time is valuable and I thank you.
